Enable or disable notification to improve performance for large amounts of meters.

Gurux.DLMS.AMI notifies users when a new meter is added or read. It might be reasonable to remove notifications when large amounts the meters are added to improve the performance. It's also possible to remove notifications that are not needed to improve the performance.
