I have tried to communicate with rs232 ....but no reply from device.......cables are good it tested with loopback test....meter have rj11 port and pins are 1.Gnd 2. Rx 3. Tx 4.RTS
Check your cable. The best way to start is if you can connect with an optical head. It allows you to read the settings. It might also be that default baud rate is changed to something else than 9600.
You can also try with HDLC Address resolver. Select Tools and "HDLC Address resolver". It will try with different baud rates.
