I'm using the MK10E meter , my setting same what you mention but it didn't work.
I'm using my Rs485 to USB to connect the metter with my laptop by COM5. Baurate 9600 , Physical server and logical server is same with you.

You can try this with Mk7Mi:
Authentication level: None
Logical server: 1
Physical Server 23
Baud rate: 9600
