I believe that the best way to start is if you download GXDLMSDirector and read your meter with it first.
In this way, you get an idea from DLMS meters. After that you can download client example for Arduino.

You can use the Arduino client example as a template to read your meter. You need only to change the correct parameters. If values are wrong, the meter doesn't reply anything.
