What are the initial steps required to establish RF communication with a meter (hardware setup, protocol, initialization process)?

What are the key variables/parameters that are transmitted during RF communication (e.g., addressing, payload structure, control fields)?

We are reading Instantaneous Profile data from a DLMS meter using the Gurux library.

Normally the read works correctly and all values are returned as expected. However, sometimes we receive the following response:

I am trying to connect to Clou Meter CL730D22L using RS485 cable and Optical prop cable to this meter but every time I got no response from the meter, can you help on what is the best way to connect to this meter
I have used 9600 8None1 to connect as default but no response
