Hi mikko ,

We want to communicate with a CLOU meter via gprs modem ( @ip) , but it gives the error message :" no connection could be established because the target computer expressly refused it" , we tried with both IEC and DLMS .

we use the device properties below :

Are you using a static IP address? If you are using a dynamic IP address you can't establish the connection to the meter. You can read more:

Then you have a firewall or something else that is blocking the connection. This is TCP/IP error and it's coming from the operating system.

I don't think so because I can ping IP of meter from my computer . Perhaps something else ,

Hi,

Firewall might block this connection because ping is using a different port.
Also, make sure that it's your meter that is replying. Close the meter and try to ping again.
You should not receive pings now.

still the same error message

still the same error message " No connection could be made because the target computer actively refused I checked the firewall it's OK and I used 4059 as a number port . perhaps another thing that block this connection .

If you can read your meter using the optical or serial port you can check the port from TcpUdp Setup object.
