I have to write a program to read values and load profiles of electricity meters. I have read the standards IEC62056-21, -42, -46, -47, -53, -61 and -62. I caught a reading of electricity meter and understand the operation of HDLC frames, understand and are positioned LLC layer data, understand how the connection is made with a logical device (SNRM), but I can not understand the rest of data frames that have captured and standards that I have read does not help me understand.
Anybody can tell me the documentation that shows how to encoding the reading COSEM objects?

You have a great start, but you do not necessarily need understand standards.
You can use our DLMS-component and save a lot of work. Trust me. :-)
If you nesessary want to make your own version DLMS/COSEM specification is described in the DLMS coloured books:
- Blue Book describes the COSEM meter object model and the object identification system
- Green book describes the architecture and protocols to transport the model
- Yellow book describes the conformance testing process
- White book holds the Glossary of DLMS/COSEM terms
