My query is what is the error TAG the meter should return, if any DLMS client sent Get Request after AARQ while authentication is HLS.

From the BB:
If the authentication is not accepted, then the result parameter in the response shall contain a non-OK value, and no data shall be sent back.
Some meters are also returning empty octet-string.
