This is true. Meter is returning a ServiceNotAllowed exception, but this is not usually returned when the connection is made even if some parameters are wrong. Did they tell the reason why this error is returned and not default AARE message? Can you try to reconnect where you first succeeded and then fail and send trace to me by email?
