We have only Genus meters that are supporting serial ports, but you can try with this:
Select "Genus" to the meter manufacturer. Set correct IP address and port number.
If you are getting error something like: "No connection could be made because the target machine actively refused it", your ip address or port number is wrong.
If you are not receiving reply, try to change interface from "HDLC" to "WRAPPER". You find this info from "Advanced" tab.

I'm connecting to the meter via 4G, the meter has a SIM card installed and we have a static IP assigned to the meter from the ISP.
I can ping the meter and I can connect to the meter using the Genus software on Windows.
What I'm assuming is that I'm not using the correct port. Both DLMS director and my simple python program written using gurux.dlms.python both return the same error: "No connection could be made because the target machine actively refused it".
Do you have any idea what the port could be, besides the usual 4059?
I've tryied scanning with nmap -sS and -sU without much success.

OK. then the port is wrong. If you are using Windows try with WireShark. You can also try with port 1000, but it can be anything.
