There is a counter, successfully managed to connect to it through DLMS Director and read the parameters, but my program passes the authorization, but when trying to request the time - the device does not respond.

Your data looks right, but because request messages are missing from the GXDLMSDirector log I can't compare them.
Have you tried to read your meter with a client example?

The AARQ query in DLMS Director has these fields:
<ConformanceBit Name="ReservedSix" />
<ConformanceBit Name="GeneralBlockTransfer" />
<ConformanceBit Name="GeneralProtection" />
Although the responses from the device are the same in both cases.
Could this be the problem?
