Hi,
I believe that your block cipher and authentication keys are invalid. Check them from the meter vendor.
The client must use the same block cipher and authentication keys as the meter or the connection fails.
From the trace I can see that you can read the invocation counter from the meter, but the connection with ciphering fails.
