Suppose if meter has the ELP records as below:
Start record Date : 10/9/21
End record Date : 15/9/21
What meter should give response if client want to read records with requested date range is before start record date or requested date range is future date after End record date.
1. Should meter must responds error? if yes what error it should be?
2. Meter should reply empty record?

A few older meters are returning an error. All the new meters (most of the meters) are returning an empty record. Return empty record. If you return an error there is no own error code for that and it's hard to know what is the reason for failure.
