I want to connect with the smart meter CLOU CL710K22 with IR cable but can't reach the meter .

Try to set start protocol from DLMS to IEC if you are using an optical probe (IR cable).
Try also with different baud-rates.

There is no default device settings file for CLOU. Restart GXDLMSDirector. There is "New Manufacturer Settings Available" menu. Select it and update settings for CLOU. Create a new device and select "Shen Zhen Clou Electronics Co Ltd" as the manufacturer.

You can see the manufacturer with an old name: Changsha Weisheng Electronics Ltd.
We'll update name to new one: Wasion Group Co.Ltd.
You can communicate with the old name at the moment.
