I have question about gurux source code's AARQ and AARE encoding.

clinet sent aarq to server some message as below :
<- 00 01 00 01 00 01 00 38 60 36 a1 09 06 ........ 7e 1f ff ff
I can understand "60 36 a1 09 06 ........ 7e 1f ff ff
but cant understand "00 01 00 01 00 01 00 38 "

what is the mean about "00 01 00 01 00 01 00 38 "?
