Serial Port monitor doesn't work. When i press open, i can't connect to my device. So this function just losing it's purpose.

The serial port monitor only shows received data. That can be used when you want to see received data from the meter. Example when your meter is sending push messages. It is not planned to establish the connection for the meter.
