If I remember correctly Landis+Gyt E550 isn't using WRAPPER. Try to change it for the HDLC.

I had test with HDLC, same error as "Failed to receive reply from the device in given time."

Check that you can access the meter and your port and address are correct. Change also your wait time higher. It might be that 5 seconds is not enough.
