Yes, you can use Gurux Serial. You just need to set the correct serial port settings.

Can we use GXDLMSDirector or Gurux DLMS library to communicate with non-DLMS meters that follow the IEC 62056-21 protocol?

The reason I ask is that the request and response format in non-DLMS IEC 62056-21 meters is different from DLMS meters.

Also, is it possible to communicate with such non-DLMS meters from an Android application using Gurux libraries?

No, you can't. DLMS and IEC 62056-21 are two totally different protocols.
