Why this error comes everytime.I have to switch off the meter to download it again.

The amount of the error codes is very small in DLMS. This might mean anything, BUT if you have to switch off the meter you need to contact the meter manufacturer and ask them to fix this.
The meter must handle even you send "Hello World" and recover from it.

this error always comes in Client.ParseAAREResponse(reply.Data) method but with kalkitech meter works fine everytime

You try to use ciphered connection with GXDLMSDirector. Set Security to None from "Secured connections" tab.
