Getting Issue while updating Meter sim number

I'm encountering an issue while updating SIM numbers. Below is the hex command I use to retrieve the SIM numbers:

I created the following request to update the SIM numbers:

However, when I send this hex command, the response I receive from the meter is:

0001000100110001C1 I'm not sure what this response means.

I then tried to update the SIM numbers using this command:

This time, the response from the meter indicated confirmation and success, but when I fetched the numbers again, they were not updated. What could be the issue?
