I found mistake. frame type of GET request is different in every frame.

Frame ID is increased for each time you send data or meter reply. It's correct.
Please, don't send images. It's hard check the bytes.

I mean: 0x32, 0x54, 0x76, 0x98, 0xBA, 0xDC, 0xFE. And then i have to send snrm and AARQ requests again? Weird technology...

No, frame sequence number starts again from zero. Please, use open source libraries. You are spending time. If HDLC framing is causing now problems, wait until data is coming in fragments.
