There are few settings that are different for each meter. If settings are wrong, meter don't reply. I propose that you download GXDLMSDirector and try to first read your meter with it.

Select example "Indian Standard" as a manufacturer. Then update client and server address and pw.
Try to make a connection and let me know if you have problems.
