These three bytes :- "C1 01 C1"
some times it's "C4 02 C1" or "C4 01 C1"

Three bytes represent

Hi,

Those bytes are changin for every command. They are described on standard.
DLMS is very complicated protocol. There is no short answer.
You should check our Open Source stacks and I believe that it's best way to go.
