I checked this from the standard and source code and it seems that you are right.
For some reason we are not send Disconnect message if IEC-62056-47is used.
I'll have to check why. There might be some reason that I can't remember now.

I was testing the Disconnect request but my DLMS server didn't do anything. So I looked for the dialogue in the log file and I found the following frame:
16:38:32 Disconnect request
00 01 00 10 00 80
that seems the header of a request, with the version, client WPort and Server WPort, but nothing more.
