I want to read historical data from Elster A1500
When I read data In Readout mode and with Optical Port meter is returning to me last 12 reset data like this

But when read with serial port in readout mode meter returns 1 historical data only.

And Here is a comedy too
=> SOH>R5<STX>0.1.2(69) -> Get then last 2nd data date (69)

Where do I make mistakes.

I'm sorry but I can't help you on this. I believe that is best if you ask this from meter vendor.
You are doing everything correctly, so I believe this is depends from the meter.
