gurux simulator getting not enought data on connection to the meter

Hi I am getting not enought data error when i try to connect to simulator . The screenshot is given below
Is there any suggestion to solve not enought data error
i have added system.out.println to check the flow and point of error or to check what i recieve the output and the command is pasted below I would like to know reason for the issue
