I plan to make a meter for my course completion work at my college and I am looking to implement the DLMS/COSEM specification on it.
However, in order to have access to books with the complete specification it is necessary to associate with DLMS, which is very expensive (I am unable to do this), so I would like to ask if you at Gurux would know if I can have any problem with the DLMS association if I publish an academic paper with the construction of a meter that implements DLMS, considering that I am not their partner. Furthermore, I would like to ask you guys from Gurux if there could be any problems with you if I used Gurux Dlms in this academic work, considering that I will make all my code open source.

I can't say anything on behalf of DLMS UA. You need to ask them.
All our source code is licensed using GPL 2. There is no reason why you can't use our source code.
