First, I have to say that DLMS is not an easy protocol. You don't just send some bytes and get reply.
Best way to start is if you download GXDLMSDirector and start gurux.dlms.server.example.java.
Select "Indian Standard" as manufacturer. TCP/IP port is 4061. Make the connection and play with the meter. When you have idea from this, try to read your real meter. When you can read it, try to read it using gurux.dlms.client.example.java. It reads all the values from the meter.
